You need to be aware of the toolbar at the bottom of the dialog box that determines how the image is cropped. If you have the leftmost option selected (Crop to Trim Border), PWP will crop the input image so as to avoid having any black border showing around the edge and, depending on the rotation angle, this can reduce the image size. Clicking the center cropping option (Crop to Original Size) will preserve the input image size but will show some black around the edges. Clicking the rightmost (Crop to Include Entire Image) option rotates avoids any image cropping but will create an output image larger than the input image.

Yes, the three toolbar options work as described, and yes, the Level operation may need to crop the original image. Still, at 1:1 preview (which is 1:1 because the original image is small relative to the screen space that PWP has), the entire resulting image is shown. When the user then right-clicks the preview window and selects Zoom In and Resize, the Preview window becomes larger, going to 2:1, but the preview does not show the entire leveled image (it does show black rectangular or triangular borders per toolbar option).
In other words, if a preview window is at 1:1 and one selects Zoom In and Resize, one expects to see the same thing except resized by some kind of pixel interpolation to fill the larger preview window.
No big deal. At this point it is only my misunderstanding or a technical bug.

I have made some screenshots of the problem (PWP 6.0.9, 32bit,. WinXP)
I created a square image, 400 x 400 pixel, just drawed in a green line to have a reference.
Used Level for a little correction.
Fist image shows the standard preview (1:1) Then Left click in the preview, Zoom in and resize It shows just a part of the image, no scroll bars, as it does in other transformations under similar circumastances.
The various options in the Toolbar of level do not affect the result, is the same in all settings.

How this situation came to light: People post small photos for discussion on websites like dPreview.com. The image might have only a few hundred thousand pixels, but with PWP I can often raise shadows and adjust color very well to show what can be done. And then a suggestion to level the horizon ...
