Bug fix release 24-Feb-2019

I have posted a new release (24-Feb-2019) in full installer and executable-only versions. Minor changes to help file.

The changes (taken from the update log) are:

Export: changed name of save options dialog box and updated help file to make it clearer.

Bilateral Sharpen, Unsharp Mask: added Delta button as in Advanced Sharpen to show differences in preview area.
