The changes (taken from the update log) are:
Fixed two annoyances related to the mouse scroll wheel:
1) Fixed problem with accidentally rotating the mouse scroll wheel interfering with controlling the cursor in dialog boxes that display an overlay over the input image -- for example, when using the freehand Mask tool to draw and outline. The scroll wheel is now ignored in these situations (unless of course you hold down the Alt key).
2) In the main image area, to use the mouse wheel to zoom in or out, you now need to hold down either Alt, Shift, Ctrl or the middle mouse button – on most mice the scroll wheel can be depressed as well as rotated and this acts as a middle button. Thus, if you depress the scroll wheel while rotating it, the image area will zoom, however you can’t easily do this maneuver if you are using a touchpad instead of a mouse. The reason for implementing this is to prevent unwanted zooming while performing other operations if you accidentally jar the scroll wheel.

If you are finding the changes in 8.0.511 to zooming the main image area annoying, in the next release I found a better way to avoid accidentally nudging the scroll wheel while moving the mouse around and thus zooming the image in or out unintentionally. Instead of requiring you to depress the scroll wheel or hold down shift, ctrl or alt, PWP instead keeps track of when each message from the scroll wheel comes in and ignores the first one that is generated after none have arrived for 2 seconds. The should mostly eliminate the problem of accidentally moving the wheel without requiring anything to be depressed when you want to zoom.
