improvement request : UI behavior in File Open List

Here is a suggestion for improving the UI for File Open.

Current behavior

When re-opening the File Open transformation, the red dot indicating the current file is pre-selected ( ready to be moved up or down using arrow keys )
When the red dot indicating the current file is clicked, the UP arrow can move up the red dot once. Successive presses of UP arrow have no effect.
When the red dot indicating the current file is clicked, the DOWN arrow can move up the red dot once.
Successive presses of DOWN arrow : while the file list is displayed, when DOWN arrow key is pressed the effect is to close the File Open transformation, and to navigate down the image tree browser.

Issues

Pressing UP and DOWN arrows are unusable for moving the red dot (current file indicator) unless the red dot is clicked beforehand
It is undesirable to close the File Open transformation when using the arrow keys.

Suggestions

For speed of use, pressing the UP or DOWN arrows should move the red dot without using a mouse click beforehand
The File Open transformation should not be exited upon pressing the arrow keys
