Each of the parameters in this tool has it's own reset method (brightness, contrast, color balance and saturation via the Settings drop down list, while D R has it's own list). The Settings button also has a "main" Reset at the top of the list.
However, if one wishes to reset all parameters, this main button only resets the first four I noted, and one has to then go to the DR list to reset that parameter.
Shouldn't this main button reset all parameters, or is there a reason it does not?

This has to do with, when you change the input image, the color balance settings from the previous image are applied to the next one or whether the dynamic range and auto white balance settings are recomputed for each new image. This is an important distinction of you are using a color balance as part of a batch process. If Dynamic Range is set to Reset and Color Balance is set Auto White Balance, then each new image will select a new dynamic range and color balance. The same thing happens when you do a Reset, but based on the default settings.
The fallback defaults for Dynamic Range and White Balance do not reset each time which was probably a poor choice, so I have changed the defaults to Reset and Auto White Balance for the next release. You can of course set whatever defaults you want by saving a default settings file.

Must admit, I will have to spend some time going over your explanation, to fully understand it.
When I posted my initial comments, I wasn't even thinking about Color Balance (I just included mentioning it as that parameter was one of the four which had it's own reset in the Settings drop down list).
I was more wondering why, if DR and the mid-tone and/or contrast sliders were changed, and the main reset was pressed, why all three did not reset and DR had to be further reset on it's own.
And, subsequent to your reply, I went in and began playing with the Color Balance part of L and C (I have traditionally never used this for color balance as I have always used the stand-a-lone CB tool for that) just to see what actually happens. Whilst doing that, I noticed when CB is used, although the tic (arrow heads) marks remain stationary on the DR scale, two small vertical lines appear on the scale. I could find no explanation for these in the Help file and they don't appear to affect anything in the resultant image, so wondering what they are for.

The tic marks (vertical lines) below the DR scale indicate the black and white points that PWP has determined automatically using the current DR thresholds. If you align the arrowheads with the tic marks, no change will be made as a result of the DR settings. Because the color balance operation within Levels and Color is performed before the DR is changed, changes to the color balance potentially produce different black and white points and therefore the tic marks may move around.
