The changes (taken from the update log) are:
Add new Blur Tool similar to the one in PWP 7 – see updated help file or Transformations.pdf for details. The new tool has a Blur Radius setting and also avoids blurring data from areas of the image that are masked out (similar to Precise Gaussian).
Updated ExifTool to version 13.18.
Updated to LibRaw 0.21.3.
