The changes (taken from the update log) are:
Speck Removal Tool: improved performance of Patch Match method, especially for larger radius settings.
Mask Tool: fixed several problems related to Mask Undo.
Flood Fill Mask Tool: Added the ability to create either a seed point as before or a seed line. If you create a seed line, the flood fill starts at the seed point located at the beginning of the line and expands to all adjacent pixels whose color is within the threshold of any color in the input image on the line. This can be useful, especially if the area to be selected has a smooth gradient or consists of a few specific colors. Click defines the seed point as before, Shift-Click now defines the other end of the seed line. Ctrl-Click returns to a single seed point. Ctrl-Shift-Click (formerly Shift-Click) applies the current flood fill and starts a new one. See the help file or Creating and Using Masks.pdf for more details.
