Update to Ephemeris 3.0.0.3

I have updated Ephemeris (Sun/Moon rise/set times and locations) -- it is available via the Downloads page.

The changes are:

1) Locations and Magnetic Deviations can now be entered either as decimal degrees or and degrees, minutes and seconds.

2) Some new locations were added

3) Magnetic Deviations for all the listed locations were refreshed since some had changed significantly since I originally wrote the program.

I just discovered that the list of locations is easily editable... Sorry.

A question though: it seems that Longitude value signs (positive westward, negative eastward from Greenwich) that the Ephemeris uses have the opposite signs that I would expect. Is there a reason for it?

I think I figured it out: while the Longitude being positive eastward and negative westward from the Greenwich meridian seems to be the standard convention now, it wasn't always so, especially in the US. Some US agencies adopted the positive-westward scheme, possibly to avoid negative values in the continental US.
