Measure Tool suggestions

Great tool, thanks! Two suggestions:
- including the possibility of restricting drawing two-point line overlay to vertical/horizontal/45deg. It may be argued that delta X and delta Y already provide such info, but I still think it may be useful.
- the Measure Tool control dialog opens roughly in the left-middle of the preview image and doesn't remember the last location when reopened. Most other tools (except for the Histogram) open in the left upper corner, which I find less intrusive.
