Latest version (also occurred in less recent versions).

Open new image.
Open Paint Tool.
Change a few settings from default (in this case, Radius, Softness, Color). Paint a few strokes. OK.
Open a second image and Paint Tool.
Reload Last Settings from Settings drop-down. Settings change to match initial, as expected.
However, the same lines as painted on first document are recreated on second.
Is this the way it is supposed to work (can't see that it is, but.....)? If so, how do I reload the same settings, without copying the paint strokes?

There are at least two ways to do this:

1) You can save the first Paint brush settings via the Settings menu Save Brush command and then load them into the second Paint transformation. This saves and restores just the brush settings without any of the strokes. This is not as convenient at Ctrl-R but it does what you want.

2) After loading the settings from the previous Paint you can Undo all the strokes. This could be annoying if there are a lot of strokes.

For the next release, when you are using the Paint, Clone, Smudge or Levels and Color tools, pressing Ctrl-Shift-R instead of Ctrl-R loads all the settings but none of the strokes .
