It is not always possible to zoom and pan anywhere in the input image area, where the alignment points may be located.

Not sure what you mean. The quick shortcut is to type the number of the alignment point. Otherwise the normal zooming and scrolling should work if you hold down the Alt key.

I tried to reproduce the issue. I think it has to do with the precise alignment of the alignment points and the edges of the overlay. Refer to illustration below. The upper alignment points are not precisely aligned with the edges.

Moreover I would like the ability to extend the NxN grid outside of the boundaries of the current image ( in the image display's border area ). Thus, enabling precise placement of an overlay's alignment points located outside of the current image. This will require panning outside of the area of the current image.

You might try using the Add Border transformation to make the image larger for purposes of placing alignment points outside the image. There is also the Grid transformation which could place a grid outside the image. When you are done you can crop out the extra border and remove the grid.
