When an overlay panel is very small, I had difficulty in placing it precisely :
1. I did not find how to zoom and pan the work area.
2. When trying to move small panels, the interface only activated the corner handles with arrows for resizing the panel dimensions, rather than the 4-way arrow for dragging the panel.

The preview area does not zoom or scroll, but it can be resized by dragging its corners.

For precise placement of small panels, entering coordinates and sizes numerically may be easier -- you can do this by clicking the button with three horizontal dots.
