The changes (taken from the update log) are:

Stretch Transformation: fixed problem that could cause the transformation to crash in some cases. Added a marker line overlay to the output image to show where the region boundaries are. Clicking on the output image displays the marker lines until you release the mouse button.

Lines and Arrows Tool: if the Snap button is depressed, adding a new control point now immediately snaps it. Previously you had to move the new control point slightly.

Mask: fixed problems with dragging rotated oval gradient control points.
