I have not yet downloaded Picture Window.
Before I do that I wanted to find out if this software can be used to to remove artifacts from scans.

I don't see why not. Picture Window has several tools you can use for different types of artifacts:
1) Speck removal -- removes small artifacts
2) Scratch removal -- removes linear or curved artifacts
3) Clone -- lets you paint over parts of the image with other parts
4) Paint -- lets you paint a solid color over an image
You can adjust the size and transparency of the tools as necessary, usually removing the biggest artifacts first.
To adjust the overall tonality, you can use the Brightness Curve transformation.
