Misalignment of the paint and clone tools

Under large magnification (e.g. zooming 24:1 )

When user holds down the left mouse button, the live preview of the tool effect is off by one column. When the mouse button is released, the resulting display seems correct.

I am aware of the issue. Fixing it without make PWP much less responsive is complicated.

I have fixed this for the next release -- it was working OK for 8-bit black and white images, but I apparently neglected to fix the problem for other image types.
