Readout tool's message window moves upon clicking

Scenario :
Use the readout tool
Move the readout tool window's to a different location
Left-click anywhere in the right-side of the screen

Observation
As lons as the left-click button is pressed, the readout tool message window follows the pointer on the screen.
The readout tool message window returns to its original pop-up location.

Desired behavior
Upon left button release, the readout tool message window should return where the user had placed it, i.e. no relocation after use.
