Try renaming your session.state file (located in the folder: c:\users\<username>\appdata\local\Picture Window Pro\Session State) and then restarting PWP. When ExifTool stores the GPS metadata in JPEG files, it does not use EXIF so it does not show up when loading the file via the Windows codec which only reads EXIF data. This is the same problems as "Image info - GPS Location geotag unrecognized by PWP however recognized by Exiftool". Fixed for next release.

I checked the file you sent and the GPS data is either missing or is not being correctly read by the Windows codec. Not much I can do as this is not a Picture Window problem. It looks like Photoshop can find the GPS info so it may be a Windows problem. Do you get the same issue with TIFF files?
