I checked the file you sent and the GPS data is either missing or is not being correctly read by the Windows codec. Not much I can do as this is not a Picture Window problem. It looks like Photoshop can find the GPS info so it may be a Windows problem. Do you get the same issue with TIFF files?

PWP does have a reasonably good Color Negative transformation that can convert color negative film scans to color positives.
