Bug fix release 28-Oct-20184

I have posted a new release (28-Oct-2018) in full installer and executable-only versions. Minor changes to help file.
The changes (taken from the update log) are:
Speeded up image rotation/reflection code.
Speeded up luminance-only sharpening in Bilateral Sharpen and Unsharp Mask. Fixed problem with 48-bit color images.
Fixed some problems in magnifier mode.
