Playing around with rotations and entering angles in both Crop/Add Border and Level testing some things from this post:

I have noticed that I am not able to enter the minus sign (-) with the keypad, entering the numbers from keypad works fine, NumLock is on.
Entering the minus sign from the normal keybord works fine.
PWP is the latest 64 bit version, Windows 7 64 bit, with all updates.

The numeric keypad minus sign is a keyboard accelerator for zoom out. Handling of keyboard accelerators is under control of Windows which apparently does not look at the Num Lock status when processing this key. I don't know if there is any easy way for us to override this behavior.
